2019 Heber City General Plan Visioning Process Begins
Heber City, Utah – Envision Heber 2050 invites all Heber City residents, community members and stakeholders to the kickoff of Heber City’s Vision and General Plan development process on Wednesday, March 20, 2019, from 6 p.m. to 8 p.m. at Heber Valley Elementary, located at 730 South 600 West in Heber City. This first public workshop is the start of a collaborative and comprehensive visioning process designed to inform the drafting of the 2019 Heber City General Plan. To fully participate in and benefit from the workshop, attendees should plan on attending a majority of the two-hour event, as it is not designed as a typical public hearing or informational event and requires active participation by attendees.
Section 10-9a-403 of Utah state law requires all cities within the state to have a General Plan. Heber City’s last General Plan was drafted in 2003 and has not been updated since. Current city leaders, officials and decision makers have been operating within a city framework that did not anticipate or address Heber City’s recent rapid growth, present-day challenges and future community needs.
Envision Heber 2050 exists to ensure that the residents of Heber City play an integral role in the visioning process for the updated General Plan. Throughout 2019, Envision Heber 2050 will host a series of community meetings, workshops, open houses and public surveys to gather public input, conduct community research, and identify the goals and priorities of Heber City’s residents. This inclusive, concerted visioning process will help steer Heber City’s community leaders in the right direction and help create a General Plan that supports the community’s collective vision for the future.
The 2019 General Plan will detail the community’s shared goals, update current policies and outline innovative strategies for addressing a wide range of issues imperative to Heber City’s growing community. Once drafted and adopted by the city council, the Heber City General Plan will be used as a check on everyday budgeting, zoning and planning decisions. As the guide for city decisions, city departments will use the plan as a reference when contemplating any change to standard operating procedures, land usage requirements and zoning ordinances. While the city government manages growth and development through ordinances and policies, it is the actions of developers that will shape Heber City’s future. These developers, in turn, rely heavily on the guiding principles enshrined in the city’s General Plan.
The 2019 General Plan will contemplate the future of Heber City, and tackle the challenges and trends that will affect its residents for the next 30-plus years. Envision Heber 2050 encourages all community members to share their unique perspectives and offer solution-based input toward a shared community vision.
