In order to shape Envision Central Heber Plan that is driven by a collective vision, we must ask ourselves: What legacy do we want to create for future generations? To answer this question, Heber City officials and community stakeholders will rely on an inclusive, collaborative approach that incorporates public meetings, community open houses, workshops and public surveys.
Lead by the collective vision of the Heber City community, our updated Envision Central Heber Plan will act as a guiding force as we create the future we want for our city. The Central Heber Plan will detail our shared goals, update current policies and outline innovative strategies for addressing a wide range of issues imperative to our growing community.
The Central Heber Plan serves as the foundation from which our city will grow and change. A requirement under state law, this vital process of determining our priorities will influence the assessments of Heber City’s residents, property owners, developers and decision makers about the improvement and development of our community for decades.
Envision Central Heber is an opportunity for us to honor the heart of our region and our city. We love Heber, and we want to take good care of it, ensuring it will flourish now and for future generations.
Heber is growing, and in preparation we’re always planning. In 2020 Heber City approved the Envision Heber 2050 Vision and General Plan which provides overall direction for the entire city. We’re now focusing on Central Heber. We’ll be looking at Main Street, surrounding neighborhoods, and a planned recreation and tourism district near the train station. Challenges and opportunities to explore include growth, our history, traffic, recreation, community spaces, business growth, beauty—and options and ideas that you bring to the table.
The City wants to listen and learn from residents. Together, we’ll develop a detailed plan that accommodates anticipated growth and captures community hopes and dreams. What do you imagine when you think about Central Heber? What would you enjoy doing along Main Street or in a new recreational and tourism area? How do you imagine central neighborhoods growing and continuing to mature? What business environment do you envision? As we grow, how do we harness advantages while preserving the character of Heber that we love?

This is a stakeholder process, meaning Heber City wants to listen and learn from those who are impacted by or who have opportunity to impact the future of Central Heber. The process includes a brainstorming workshop to identify our hopes, values, and a range of ways growth could occur in the area. A second workshop will enable participants to explore and evaluate several alternative scenarios created from feedback at the first workshop. The preferences expressed at this workshop will be used to craft a vision and plan for Central Heber.
Central Heber is a regional center, so what happens there matters…to those who live there, to those who do business there, and to those who shop, work, eat, and play there. Central Heber is the heart of our community and region and deserves our focus and attention. Without intentional focus, the edges of town, where land is easier to develop, will attract almost all investment. As a result, we could see Main Street deteriorate and see little reinvestment in central neighborhoods as new neighborhoods develop. Over time, Central Heber becomes undesirable, and the city as a whole loses its heart. We want a healthy city; so we need to plan for the long-term health of our city’s heart.
The visioning process explores the three areas of Central Heber: the Main Street area, central neighborhoods, and an envisioned recreation and tourism district just west of the historic core. The plan will feature a cohesive approach to all of Central Heber, as we look to ensure the health of each area and also seek synergy among unique parts of Central Heber.
The plan is expected to be adopted as an appendix to the City’s current general plan. It will include specific policy, code, and zoning recommendations to implement the plan over time.
Envision 2050 is made up of a diverse group of community members who all share a common love for Heber City. Each and every member is respected, trusted and invested in this community – and happy to discuss your ideas for the future of our city.
