WHERE DO RAP TAX FUNDS COME FROM?

State law allows cities and counties in Utah to levy a 1/10th of 1% local sales and use tax for the purpose of enhancing recreation and cultural arts in the community. It does not apply to most grocery purchases.

THINK: 1 cent of every $10 spent.

WASATCH COUNTY IS COMMITTED TO FUNDING THE FOLLOWING:

  • TRAIL AMENITIES
  • FILLING GAPS IN THE TRAIL SYSTEM
  • WAYFINDING
  • MAINTENANCE
  • PARKS IMPROVEMENTS
  • NEW/UPGRADED PLAY STRUCTURES
  • NEW/UPGRADED PAVILIONS
  • ARTS PROGRAMS
  • CREATING GRANT PROGRAMS to fund visual arts, performing arts, literary arts, arts education, and more.

RAP TAX OVERVIEW

WHAT DOES RAP STAND FOR?

RAP stands for Recreation Arts and Parks. The RAP program is designed to improve cultural recreation facilities, arts programming, and local parks in Wasatch County.

HOW LONG IS THE RAP PROGRAM AUTHORIZED?

If approved, the tax is in effect for up to 10 years. At the end of the 10 year period, it must be voted on again to be reinstated.

WHO PAYS THE TAX?

Most taxable purchases, except food, made in the county would have an additional 1/10 of 1% added to it, which means for every $10 of a purchase the rap tax would add one cent. This includes purchases made by residents, tourists, visitors, and non-residents. We estimate the first year will generate $800,000 in RAP Tax revenue.

WHAT ARTS PROGRAMS QUALIFY FOR DOLLARS FROM A RAP TAX?

Several kinds of art-related disciplines are eligible, including performing arts, visual arts, literary arts, historic preservation, arts education, and more.

WHICH PARKS AND TRAILS ARE ELIGIBLE FOR MONEY FROM A RAP TAX?

Every park in Wasatch County is eligible. Funding is slated to improve parks, trails, and public spaces throughout the county.

HOW MUCH MONEY WOULD A RAP TAX GENERATE?

The 1/10 of 1% RAP tax will generate approximately $800 thousand in revenue the first year. It is anticipated to grow over time as population and tourism increase in Wasatch County.

IF APPROVED WHAT DOES THIS MEAN TO MY FAMILY BUDGET?

Every family budget is different but the best way to calculate it is to take a $10 purchase and add one penny to it.

WHERE ELSE IS A RAP TAX IN PLACE?

Summit County, Salt Lake County, Provo, Orem, Duchesne City, Roosevelt, Lehi, American Fork, and Spanish Fork all have a RAP Tax currently in place. Any shopping in those locations contributes to their RAP program.
